Freeze, Validate, Report: Auditing Urban Station Plans with Common Evidence

Abstract

Freeze–Validate–Report compares urban station plans under a shared evaluation contract rather than plan-dependent inputs. Seven generators are assessed in Porto and Chicago using common validation evidence and a declared selection rule. Input-sensitivity checks and reproducible decision logs support auditability within that contract, not guarantees of stable deployment performance.
